Monthly Progress Report of Arun-III HEP (900 MW)

Status as 30.04.2012

1. MOU The MOU was signed between GON and SJVN on 02.03.2008.
2. Office in Nepal Office operative since 19-11-08 at Kathmandu and Transit camps established near Project sites.
3. Hydrological Data Gauge and Discharge sites are operational w.e.f 03.11.08. Data is being recorded regularly. Silt lab made operational w.e.f. 03.11.08 and Silt analysis being done regularly.
4. Project Implementation Agreement Validity expired on 16.01.11; renewal application submitted to GoN on 28.12.10. Secretary (Energy), GON asked to furnish additional / supplementary informations .
Foreign advisor provided their opinion , the negotiation team members are reviewing it and the Coordinator Secretary informed that they plan to discuss with the members of coordination committee and make a presentation jointly to Minister and Secretary and is expected to be signed in May,June 2012.

Preparation of FSR & DPR, The commercial viability of 900 MW Project was accorded by CEA on 23.02.2010 .Final DPR submitted to CEA on 31.03.11. Presentation made by SJVN to CEA on 21/06/2011 and subsequent visit of experts of CEA,CWC,GSI,WAPCOS & SJVN to the project sites on 20/09/2011. Observations/Comments received from experts are being attended wherein observations regarding Design flood has been attended and submitted to CWC.
6. EIA/ EMP Studies The Improved version of Scoping document / TOR has been re-submitted to Ministry of Environment on 22/09/2011 with a request for early clearance of report.
7. Construction material survey Work Completed.
8. Project Roads Land: Possession of land has been given to SJVN.
Chain Kutty to Diding Power House(Tender): Tender has been invited for construction of Access roads(approx 28.69km)from Chain Kutty to Diding on item rate basis through e-procurement on 20.04.11,Pre-bid meeting held at Kathmandu on 09.06.11. Bids opened on 26.07.11. The recommendations of committee for award of work is under process of approval from competent authority.
IEE Report:
The IEE for road from Chainkutty to Diding (PH) cleared by Secretary, GON on 29.09.11 and the formal order has been issued on 10/10/2011. The IEE for roads from Kuanpani to Num & Num to Dam site has been technically discussed with GoN on 29.04.12. Clearance awaited.
9. Project Land NEA land at Dam and Power House: Demarcation of existing land has been done and there is no encroachment at Power House, encroachment at dam site has been removed by project except for a 3 m wide patch. However 12.68 Bighas land has been handed over to SJVN.
10.  Temporary cause way at Sabhakhola: Tendering The single tender received against open tender enquiry was opened on 15.12.2011 . Tender cancelled due to not submitting EMD by the only bidder required as per tender document. However, the construction of bridge is in progress by GON . Construction of a bridge is likely to be completed by Dec.2012.
11. Transmission lines (Arun-III (Nepal) to Muzaffarpur -(India) The work of route alignment of transmission line has been finalized by SJVN and the same is in progress.
i) Route Alignment for whole of 312km has been finalized.
ii) Detailed Survey work: Work from plain portion in Nepal(65km) , India(102km) and Hilly Portion in Nepal(145km) is complete.
iii) Soil Investigation work: Work in Normal location( 7m depth) , River locations (40 m depth) and Normal locations( Fissured & Hard Rock) is complete.
iv) IEE Study along with Forest Detail (Nepal portion): Awarded. In progress.TOR has been approved by GoN .
v) DPR: Transmission line DPR submitted to CEA on 5.04.11 .Comments on Transmission line received. Replies prepared and submitted to CEA. E&M part under preparation. Ministry of Energy GoN had extended the Survey Licence by one year up to 20.05.12.
12. Establishment of communication system at Project site and with Corporate office. Installation of VSAT at Power house site: The VSAT dish with batteries and Inverter were taken to a point approximately 80M above the hill on the left bank (Hill proposed for surge shaft) plain, where Power house accommodation/office is situated. Land shall be acquired in the area to construct a building /room for the installation of VSAT .

VSAT was installed at Num
